This new law requires multi-story residential buildings and condominiums at least twenty-five or thirty years old and three (3) stories or more in height to receive mandatory structural inspections called Milestone Inspections before December 31, 2024. The law also requires Structural Integrity Reserve Studies to be completed every ten years.

Phase 1 of the Milestone Inspection involves a visual examination of habitable and non-habitable areas of a building, including the major structural components, to attest to the life safety and adequacy of structural elements and to determine the general structural condition of the construction and any necessary maintenance, repair, or replacement of structural components.  Areas inspected include load-bearing walls, primary structural members, and primary structural systems as those defined in s. 627.706.  

Phase 2 is required if substantial structural deterioration is identified in Phase 1. It may involve destructive or nondestructive testing at the inspector’s direction, and it is necessary to recommend a program for thoroughly assessing and repairing distressed and damaged portions of buildings.

Structural Integrity Reserve Studies involve visually inspecting common areas to estimate the cost of future significant repairs, maintenance, or replacements to common areas.
